Approval Authority Levels Increase as of 1 September 2017

Per announcement during the 2017 Annual AER Worldwide Training Conference, HQ AER will raise the approval authority levels for Company Commanders/First Sergeants, AER Officers and Garrison Command Teams effective 1 September 2017.

Approval authority thresholds at the local installation level will be increased by $500 for Company Commanders, First Sergeants, AER Officers, Garrison Commanders and Garrison Command Sergeants Major.

To better serve our Soldiers and assist them in meeting valid emergency financial needs, the maximum amount a Soldier can receive through the Commander’s Referral Program will increase from $1,500 to $2,000.

This change was prompted through an assessment of our programs and assistance processes to ensure that they are meeting the needs of Soldiers and their Family members.

A recent assessment of the Commander’s Referral Program confirms that it continues to be an effective and expedient means for Commanders and First Sergeants to directly assist Soldiers and Families.

In 2016, the Commander’s Referral Program accounted for approximately 37 percent or $8.6 million of all Active Duty assistance Army wide. The program has proven to be highly successful, embraced by commanders, and recognized by the Government Accountability Office as being an effective means to combat predatory lending institutions.

In addition to increasing the amount a Soldier can receive through the Commander’s Referral Program, AER Officers, Garrison Commanders and Command Sergeants Major approval levels will also increase.  The approval level for local AER Officers will increase from $2,500 to $3,000 and the approval level for Garrison Commanders and Command Sergeants Major will increase from $3,500 to $4,000.
