The Army Emergency
Relief Whistleblower Protection Policy is
implemented in compliance with the Public
Company Accounting Reform and Investor
Protection Act of 2002 (Sarbaines-Oxley
Act). The whistleblower protection
provision in this legislation applies to all
organizations, including Army Emergency
Relief.
At Headquarters Army
Emergency Relief (AERHQ), any staff member,
volunteer, vendor, or agent who reports
misconduct, fraud, or abuse will not be
fired or otherwise retaliated against for
making the report. U.S. Army Employees who
report misconduct, fraud or abuse will
receive protection in accordance with U.S.
Army regulations and policies regarding
whistleblower protection.
The report will be
investigated and even if determined not to
be misconduct, fraud, or abuse, the
individual making the report will not be
retaliated against. There will be no
punishment for reporting problems –
including firing, demotion, suspension,
harassment, failure to consider the employee
for promotion, or any other kind of
discrimination.
There are several ways
to make a report of suspected misconduct,
fraud or abuse:
- Verbally report
the allegation directly to management.
- Submit a report in
writing to Headquarters AER.
- Telephone the
anonymous hotline Silentwhistle at

Here is what we will do
with any report of misconduct, fraud, or
abuse:
- AER Management
will investigate each report.
- If the report
alleges AER Management involvement, the
incident will be investigated by the
Board of Managers.
- If the report
alleges a US Army employee is involved,
the incident will be reported by
Director AER to the Installation
Commander affected by the incident.
- Criminal action
will be reported by AER management to
the appropriate law enforcement agency
having jurisdiction in the case.
- If the report is
correct and/or the allegations are true,
appropriate disciplinary action will be
taken, and/or operational and personnel
changes will be made.
- If the report is
incorrect and/or the allegations are
untrue, the case will be dismissed and
no further action will be taken.
- AER will provide
the person filing a report with a
summary of our findings and actions
taken.
